KMEP’s Terms of Reference can be viewed by clicking this link.

Confidential Reporting of Complaints

KMEP has made all attempts to ensure that it operates in a fully transparent and engaging way, with its business partners, press and members of the public. However, if a member of the public wishes to complain about a particular function of KMEP, this can be done in writing to the KMEP Secretariat c/o County Hall, Maidstone, ME14 1XQ.

Transitioning to a Mayoral Strategic Authority

Kent and Medway Councils submitted an application to central Government in early 2025 to be part of the ‘Devolution Priority Programme’. The application requested that a mayoral strategic authority be established to cover the functional economic area of Kent and Medway. This application was not successful.

According to the information given to KMEP by its constituent partners, devolution is still a possibility for Kent and Medway, albeit over a longer timeline. This would see a Mayor elected and a strategic mayoral authority sitting above these new unitary council structures with funding and decision-making power moving from Whitehall to a devolved area.

For the latest information about the devolution programme, please refer to Local Government Reorganisation and devolution – Kent County Council

Ensuring that Kent and Medway continues to grow economically is of paramount importance to KMEP.

KMEP is ensuring it is “devo-ready” so it can come under the auspices of a mayor, were one to be appointed. One way is seeking to align its policies and procedures to the English Devolution Accountability Framework – GOV.UK
